Some of the older sims were sold commercially and required a code to be purchased: code listing here. Although the decision was made to make the sims freely available the registration codes are still required to access it.
Once the code is entered a Registry setting remembers it and you will not need it again unless you need to reinstall the sim.
There are no current plans to repackage these sims.
