Well according to NR in response to a [pseudo] FOI request the capacity of the Welwyn Viaduct is currently 18 trains an hour and they do not envisage that changing with the introduction of the Class 800 in 2020 (or the earlier Class 700 tube-trains).

On-peak all the paths (relevant flow) are used (which is why the introduction of the Class 700 tube-trains will see a net fall of around 2000 seats in the morning peak but that's a different row) but there will be free paths during the day for the proposed additional services and I guess when GC is wiped out their paths will be freed up.
