Yes that is indeed correct, as it can also have the effect of throwing the points indicators back at the other end of the crossing loop as well (not a problem if the opposing train didn't want that aspect, as he would have to stop and set his road anyway).

Quite often when you have two trains in TWC areas that are to cross one another, they will have an instruction on their warrants "Box 5, Enter (Main/Loop) to cross XXX(train number)" in which case the LE's know that they are going to cross another train there, so when the first train arrives into whichever road he holds a warrant to at that station, as a coutesy he will usually get out and set it up for the incoming train to arrive on the other road so that he can avoid stopping at the Facing indicator (quite often a crew change also takes place depending on where it is and where the drivers are based).

90 seconds is fairly standard for most interlocking here involving Line speed. However, as our maximum line speed is only 110kmph and only the 3 Silver Fern Railcars can travel that fast, speed isn't so much an issue here as it is for you guys in the UK.
