Anybody know what ‘Change of Signaling mandate’ means in the Quail Track Diagrams key? There’s an example at Baldock (Book 2 Eastern, 24C) – the two black dots to the right of platform 1 that straddle the up line.

I inquired the same thing some time ago.

To put it simply it means up to which point is line direction valid. You will normally find it at plaforms which would normally be signalled in a single direction but will allow both direction of movements for turnarounds with trains that end their run at that location. Also used at points where shunting is necessary for freight trains to enter/leave yards.
