P720 crossover on the Up E&G (at Cowlairs East Jn) has an incorrect speed limit, as all trains slow down to 15 mph while passing it, as if they were taking the diverging route. This affects trains travelling both in the up and down direction, but only on the up line. The other half of the crossover on the down line is not affected.

I noticed the same. I have had a look in the "Scotland Route Sectional Appendix Module SC117" route map and can confirme, that there must not be a speed restriction on the E&G line.
