I've just started playing Leeds on Beginner mode, with no ARS. When 1D53 arrived at Leeds, its TD changed automatically to 5D53. Shouldn't ACI be disabled with ARS off?

ACI is now separate from ARS, hence why some non-ARS sims also have ACI as an option. I should have an option to turn it on or off though.

Incidentally, ACI has a habit of firing off early if Dividing moves are present and the train is heading to the far end of a through platform- descriptions have a habit of getting lost or ending up in the wrong place.
