Running 1987 TT. Despite operating the GF I cannot get a loco (0T88) to move from Relief siding #2 into the headshunt.

Have you checked the box in the ground frame window giving him the handsignal to exit the headshunt?

I have checked the hand signal from arrival line to headhsunt, train list reports that the train is stopped at BXRR2

BXRR2 is the handsignal from the arrivals road into the headshunt. The loco should move forward if that handsignal is given and the points are set correctly (ie Normal). Can you check that the points are the correct way round, and that the correct handsignal (H/S from arrival road to headshunt - the top one) is given?

When the loco is clear of the points in the headshunt the indicator light will go out.

Sounds like you've left the handpoints reverse after a previous movement. You need to normalise the points, handsignal him into the headshunt, uncheck the 'Handsignal from Arrival line to Headshunt' box, pull the points then check the 'Departure from Headshunt' box.
