2016 era. Kingmoor UPL is given as 489m on the panel, but in the attached screenshot a 549m long train fits in without any problem.

Track circuit T702 has a length of 603m in the sim. Given the UTS is also >600m, is the text on the panel incorrect or from a different era?

Don't see the screen shot but at a guess you have the train fitting into the UPL signalled through to the position light signal CE453. The current sectional appendix show the lengths as:

UPL: 484m (1588ft) (to signal CE463)
879m (2884ft) (to ground position signal CE453)
UPS: 677m (2221ft)

The text on the panel is correct +/- 5m in terms of identifying the length of the UPL where a train will not foul any other route.

You can download the Sectional Appendices to check for yourself from this link.

I'm sorry, I forgot to attach the screenshot. I did not use the position light signal.

The UTS as you gave it is nearly 200m longer than the UPL even though the tracks are adjacent - is signal CE453 placed 200m further to the back to provide an overlap that doesn't foul the points?

Not as I gave it. As the official Network Rail Sectional Appendix gave it.

I'm sorry for the wrong attribution to the data - but nevertheless the TC in the sim is quite a bit longer than what's in the sectional appendix and written on the panel in the sim.

T703 (UPL) is 609 m, T704 (overlap) is 200m. The overlap explains why the UPL is (nearly) 200m shorter than the UTS but doesn't explain why there is a discrepancy between the official maximum train length and the length that fits in the sim.

T706 A to D (UTS) are 907 m long together, also quite a bit longer than the displayed 695m (curiously T706B, the circuit of the points to siding 4-7, is only 2m in every direction.)

T701 and T704 containing the points connecting the UTS and UPL are 50m in every direction so don't explain the discrepancy.

Of course there can be good reasons to explain these - for a train changing crew in the loop, the location of a staff platform (if there is any) would also be relevant.
