In the 1980s mode, the down slow at Penrith seems to be limited to 10 mph in it's entirety. Is this correct?

For example, 1S26 passed Tebay on time and was put on the down slow as it's scheduled for a 7 minute stop at Penrith with a non-stop train behind it. It lost just over 6 minutes between the junction and the station.

According to the 1977 Sectional Appendix, its 25mph through the southern connection, the 10mph limit is from 51m 10ch, through to the northern connection. given the southern connection is 50m 14ch, that means the rest of the loop should be 45mph (the default goods line speed if nothing specifc is given) up to the 51m 10ch reduction.

I've never noticed anything strange on the down slow there. Maybe an unnoticed TSR?
