I've noticed that this is whats happening now in the 1980s era as freights scheduled to arrive at Kingmoor via the down goods line approach. Is this a change toward something more prototypical or is it a quality of life feature? I'm curious mostly since when playing the 79/80 TT the phone calls were always a major component of time management.

Its how its always worked. In real life kingmoor down Tower could see what was approaching on a train describer, and would give slots accordingly. I dont recall ever having to ring for a slot unless the train isn't booked that way.

This is a good question as one of the fearsome bits of “old” Carlisle was the tailback as you tried to get trains through via the shunter’s phone first. I think you can still use it to send an unscheduled train there, as jc92 says. Not sure what happens after that though.
