I pulled GE39 in error but now it won't return to danger? The 'lever' is stuck.

I've tried everything

That is one stuck lever! Can you give any insight as to how that became irrecoverable? I'm trying to reproduce it on a blank canvas and struggling to get it to get that stuck.

I was restroking the route quickly and I clicked GE39 instead of GE38, I then clicked GE37, then AR for the previous train, I then noticed GE40 hadn't cleared. I may have tried to cancel GE39 before clicking GE40, and GE38 in possibly quick succession. I just remember GE39 not clearing and then putting everything back to danger and it still not moving.

I was thinking about clearing a train up to it and talking by and seeing if it clears to proceed and/or if this releases the lever.

Talking past does not clear it and it doesn't clear to proceed with a train standing at the signal

I can't reproduce your issue - but I completely agree its sim breaking. I can see a way to prevent the frame getting locked up like this again, but this is unlikely to be a quick fix as both frames will need investigation
