It seems there are some problems with the rule "X must not depart before Y finished dividing". As you can see from the screenshot, 7F14 has finished dividing (the DEF activity), but 0S041 is still blocked by that rule.

The best bet for you is to abandon the rule. It's a known issue with the TT and will be fixed when the sim is re-released with an updated TT. (Unfortunately due to a couple of reasons we can't release the TT before the new sim)

Was facing this myself! I’ll just abandon the rules. Side note, I’ve also seen a few trains in this timetable claim they’ve been wrong-routed when they haven’t (e.g. into the run-round line at Holyhead).

So true, I've come across the RRL at Holyhead problem, too. However, I discovered the trains won't work even if I force them to the RRL (they won't properly arrive and detach the loco) so I use a spare platform (3, but maybe 1 is possible too) when I have one.

They won’t do any more actions if you cancel the timetable. I just cancel the timetable, wait a few seconds for the train to start rolling, and then reinstate the timetable in the F2 list with the RRL as next location. Once the train has passed the signal, it’s happy to go into the RRL and do its stuff.
