It appears that there are certain situations where you can set SLM102 -> SLM104 and the route light doesn't appear. I have mostly discovered this if setting the above route behind a train stopping/stopped at PPL and I believe only occupying TLMCE - as said stopping train clears this particular track circuit, the route light is missing. Please see cropped screenshot attached.

It might be possible to recreate this by entering a debug train at SLM102 and waiting until it clears the overlap then restroking the aforementioned route immediately behind it.

I've assumed you're using V1.6 of Hereford, without a save game or the help about info it's impossible to tell.
