Thoroughly enjoying the 1993 timetable for this sim. I've managed to get to about 6am without ARS on. Things are starting to get unmanageable on my own what with rush hour rapidly approaching. Is there anyway I can turn on the ARS retrospectively to assist me?

I don't think you can, I'm afraid. The only real work around I can think of is to start again but select "ARS On" from the start of the game then turn off the areas you'd like to manually signal (or turn all of them off) then you can turn them on again later on as desired.
