I've noticed that as successive Incident Reports appear in this window, the user may not become aware of the latest ones as they can appear below the bottom of the window. This is because what is displayed depends on the current position of the cursor. You can demonstrate this with a long list by scrolling up a page or two, closing the IR window, then reopening it when it begins to flash again. You will need to scroll to the bottom of the list to see the latest report. Since the latest report or two is what one is usually interested in, it might be preferable to change the window's behaviour so that on opening it it always shows the bottom of the list, as the Messages window does. This has always bothered me although I'd never actually thought to mention it!
