A bit of both- it's either released after a specific track circuit has been occupied for a certain length of time, or as soon as the TC is occupied.

Local knowledge chaps, it's impossible to see either signal from the one protecting Cosham jct. Round toward Portsmouth is a very tight curve and around toward Farlington jct is a tight curve, but not as tight.
