Whilst waiting for a delayed train at High Wycombe I glanced down at the "down" track and noticed these two devices in between the track and wondered what they were for. Train detection for the signalling system perhaps?

The clamp-like devices are track anchors, they're used in a variety of scenarios to hold the track formation in place.

There is however a piece of signalling equipment in view. The cable running inside the 4 foot is an ATP loop, that transmits ATP information to equipped trains.

I think they are called lateral ends resistance plates (LERPS). As described above, they hold the track in place, usually on curves
