Couple of questions (see image)
If you let 2w53 leave on this yellow, it will accelerate up to about 60MPH and then crawl at 15MPH until it (I imagine) "sees" the next signal
I wouldn't expect the driver of 2W53 to hit that speed when leaving the station on a single yellow
it seems when trains are on yellows then tend to do this all around this area
note the route set on the up fast into platform 4
you would think that an up fast train would slow to 40 on passing the single yellow and then coast into the station on 40 once the red clears to yellow as per the standard protection
it doesn't it crawls at 15 mph
Is this supposed to happen??

I can't answer the first question about the odd speeds trains are indicating, that might have to be a Geoff thing.

With regards to your second point, I am pretty sure the answer is yes, it should. You appear to be making the assumption the driver knows that the signal will clear from red. There could be legitimate reasons why it may not. A train could be in front the driver may not be able to see, or perhaps the signaller may not of set a route from the signal in question yet, for example. Either way there's no way for the driver to "know" whether the signal is going to clear or not and by approaching said signal at speed "assuming" that the signal will clear, the driver would be risking overrunning the signal (and whatever consequences that may bring) if in fact the signal then stays at red.

By driving more defensively, and approaching the signal assuming it isn't going to change and lowering your speed as you approach with the intention to stop safely before the signal, you do not risk an overrun and if the signal does then steps up and clear, you can then react accordingly.

The signal sections are quite long: something like ¾mi there so it's feasible an EMU could get a bit of speed up before needing to slow down and still be perfectly safe in terms of stopping in time. I don't have the driving rules in front of me but 15mph at the AWS magnet (200yds from the signal) when expecting a red is common. Signals in SimSig default to 300m sighting distance in the absence of signal sighting charts for specific values per signal.

The reason I asked is this doesn't seem to be the case on SCC centre is all
it seems after further testing that even if the signal has cleared to yellow well in advance of the driver seeing it the trains seem to crawl up to the signal at 15MPH then literally have to pass it before then speeding up again
its as though the trains are obeying the aspect as/just after they pass the signal, not in advance of it
don't get me wrong i'm not "complaining" as such its just an observation really

I suppose the best replicated observation is:

on rugby SCC Centre if you put back at hanslope jn on the up fast invoking the "double red" the train will pass the first single yellow and coast at 40 expecting to see a red and when the driver sees the next yellow continues to caost at 40 until eventually stopping at the following red.

on rugby SCC South if you put back at ledburn jn on the up fast the driver will crawl up the the first signal (even though it has long since changed to yellow) at 15MPH until the train is literally passing the signal then accelerate up to 50 or so before then slowing down to stop at the next red.
