Saltley's GHD 2009 TT has a couple of joins (5A16/5A22 & 5K24/5V58) scheduled to take place at this location. However, a train sitting in the neck, waiting for the joining train, seems to prevent any other trains from entering at CS/DTS/UTS. Is there a sim rule preventing trains from entering whilst the neck is occupied to prevent a Mexican standoff from occuring?

In Zone 6, no one can hear you scream...

I know this is an old post, but I just wanted to add that I think you're right. I had two trains appear at the UTS and DTS lines (5G09 and 5A16 respectively) I somehow managed to get 5G09 trapped behind 5A16 in the neck (don't ask – I need to pay more attention!) and thought I could save it by waiting for 5A22 to arrive, join it to 5A16 and then haul the whole lot out of the way. I was actually happy to see 5A22 was already on its way from Proof House Junction, and sent it into Tyseley and waited…and waited and waited…

I double-checked the rules to see if there was anything amiss there but the rule seemed to have been triggered OK. I ran the sim for a good few hours but nothing appeared. I decided to abandon the join and sent 5A16 from whence it came. 5G09 was routed into the CS line fine. Immediately upon arrival, I got two phone calls from Tyseley shunter: 5A22 and 0G61-1 are now entering at the DTS and UTS signals respectively. thanks shunter! :D

TL;DR: I came to the same conclusion as you did!
