I see messages in the message box for trains waiting at DB44 as the host, even though someone else has Greenloaning panel.

This is correct operation, as DB44 is in Dunblane Signal Box which is external to the area of controlled simulation. As the signal is not assigned to any of the controlled signal boxes (workstations) the messages go to the host. At the moment, while it is possible to prevent the train calling in at the external signal, It is not possible to suppress the message about train waiting at the signal.

Would it not be more useful to route the messages to the signaller on the panel nearest the signal in question, rather than the host?

No. The host deals with anything outside the signaller's area of control, including ground frames.
