the down TD berth at strand road doesn't empty once a train has passed strand road and left the sim. it isn't specifically labelled as a last sent berth and it is possible to cancel the description manually.

Agreed, I really should have spotted that. Same for other appr/last sent berths too. Mantised.

The berths aren't labelled on the real IECC as "Last Sent", nor do some of them clear out automatically in real life. They can be manually cleared out, or interposed into. Strange all round really, and no one has come up with a plausible explanation as to why. I've added a section to the manual on this.
