Based on the SA Track and Signal map. The gap in the middle could be filled either by the Thornlie-Cockburn line, or with other elements moved around, could accommodate the Butler - Yanchep extension. A second player could then work Freemantle - Midland. I'm sort of envisioning this as somewhere between the Aston and VicLUL simulations in terms of difficulty, and it helps that Perth, as far as I know, only uses normal three-aspect signalling, no speed signalling, with route or theatre indicators as required.
