I have a number of panel shots that due to low lighting conditions and limited time came out slightly blurred but just enough not to be able to read numbers on there. Is there any software that can figure out how much displacement has taken place and try to merge it all back into a stable image?

No, not really. What you can try (and it worked for me) is using a photo program to increase contrast and brightens and then use the 'sharpen' tool a bit. If there is a lot of grain you can also try to decrease that. Irfanview (a free image viewer) can let you do this in a very crude way, while Photoshop and Lightroom let you change these parameters in very fine ways. I'm not sure if GIMP (free image editing software) let you increase the sharpnes.

I've done the same sort of thing with Photofiltre (freeware) which includes some quite sophisticated filters. Available from here (and don't forget to uncheck the Ask! toolbar option if you won't want your browser upset).

Usual disclaimers (own risk, nothing to do with me etc.) but I've used it for a number of years now with no apparent problems.

Image Analyzer has similar features, but I don't know how it compares to Photofiltre.
