According to a number of postings around the internet, the All Line Rail Rover is to have time restrictions imposed as per:

R07 / 14R ALL LINE RAIL ROVER

Travel Restrictions

Not valid for boarding or alighting train services operated by CrossCountry, East Coast, East Midlands Trains, Virgin Trains, before 10.00 Mondays – Fridays at the following stations:

Birmingham New Street
Bedford
London Euston
London Kings Cross
London St Pancras
Luton
Luton Airport Parkway
Milton Keynes Central
Stevenage
Watford Junction

No restrictions apply on Saturdays, Sundays and Bank Holidays.

It has been suggested that these restrictions will be applied due to commuters working out that the All Line Rover was cheaper than the equivalent Season Ticket. However, if that is the case then this will be the thin end of the wedge with more and more restrictions being imposed until the ticket becomes unusable during the morning peak.

A FOI request has been lodged with the DTp asking for further information. Details are at this link.

At the end of the day the railways are run on a commercial basis and not for the benefit of enthusiasts wanting to tour the country. Personally I disagree with this plan but you can't blame a private company for taking all necessary steps to maximize its revenue.

Unfortunately trying to get FOI information on rail fare structures and rationale is very difficult as it all seems to end up on ATOC's lap and they are not subject to FOI. I've been struggling to get to grips with how the pricing structure of Travelcard works when included in a rail fare into London. Best best seems to be TFL as they are subject to FOI 'cept they say it's ATOC's baby. Just realised, following the point previously EC are subject to FOI so maybe try there in a moment.

The fact they never carried out the last planned changes to the ALR, I'm skeptical about these being brought in, and in fairness how will they prove you boarded at say Birmingham when you get on the train.

I've done one of these every year since 1973. The new restrictions are a bit of a killer for me as I live in the London area and generally head north first thing on one the "Inter City" TOCs. I have severe doubts at the moment whether I will go next year.

The Birmingham restriction is pointless as it is virtually unenforceable.

I have been in correspondence with ATOC about this and their mind appears made up. Having been bullied into not doing it last year they seem determined to do it this time. They claim they are losing money on other tickets by allowing these to be used into and out of London/Birmingham in the mornings. What they haven't grasped is that those who use ALRs at that time currently will either not travel at all or will travel later on cheaper tickets. I see this as the first step to get rid of ALRs completely.
