Hi,I seem to recall reading somewhere that it is to allow the signaller, in the event of a failed train, to be sure whether the failure is inside the tunnel or not, since different recovery procedures are required. That may well be tosh - my memory isn't the most reliable instrument these days! Hopefully others with more detailed knowledge will also respond.
