I suspect it was a training panel from York, given the box name - Toft Green is the street that the former ER HQ is on.

The case looks identical with the York S&T products of the late 1970s - the first panel in South Tottenham was of this type, as was the one in Cheshunt, they were mounted on a couple of pillars with V-shaped notches in the top so the panel surface was at about 45[sup]o[/sup].
