A bit misleading, it's simply an extension to the current franchise whilst the DaFT sort out the franchising debacle after the west coast disaster.

Good to see wifi will be fitted though.

No, a franchise extension would be the continuation of the existing agreement, such as the 28 week carryover we've had since March when the franchise was due to end. This is a brand new agreement with different conditions, different targets and I imagine behind the scenes different costs and premiums and the like.
