When I tried to download Westbury to the new loader yesterday the only thing that happened is that a new timetable appeared at the previous sim location and nothing to the new loader.

Bit more information please.

1) You say download. Did you then run the .exe file you downloaded to install the sim?
2) If you did that, did you install the sim in the same location as your previous Westbury?
3) If you installed in a different location rather than over-writing your existing sim, have you added the location of the new sim by using the "Folder Options" button on the front page of the Loader?

If you just over-wrote the existing sim, then you won't see any change in the Loader; all that has happened is that the Loader is now looking at the new updated Westbury sim rather than the previous one. You can check that by starting the loader, clicking on New Simulation and selecting Westbury. In the box below the list of sims, you should then see:

Westbury PSB & Reading Panel 4 (Newbury)

Version: 4.1

Location: C:\[....]\Westbury.sim

If you are not seeing v4.1 you need to check out your Folder Options or relocate the new version you have installed to somewhere already checked in Folder Options.
