I'm not necessarily asking for what it is, but are there official procedures for "nutters" on the phone (signal post or level crossing or similar) - not people making threats as such, but people actually well out of their right mind? Sincerely singing jingle bells down the line etc.

And if not - can the signaller do anything he or she wants so long as it is legal and reasonable? Or are there basic professional principles he or she could turn to?

Station staff if at a manned station, but if they're clearly drunk then it's probably a matter for the police as it's also a safety issue being that close to the line and intoxicated.

Can NR staff forcibly remove someone, or does it have to be the police if they decide not to comply with a request to leave? I know the actual actions possible for staff on preserved lines can be rather limited.

Surely if they’re on a level crossing telephone, they’re not actually in the tracks yet (given the position of the telephone on the approach to the crossing) and are actually on public property?

At Victoria the NR staff aren't allowed to physically remove people, but on Friday and Saturday nights they bring in a couple of 'hands on' agency security staff who can forcibly eject unruly passengers.

The problem is that the sort of people who use those phones for pranks or are not able to understand their purpose are also likely the sort of people who, whilst they may not currently be on the track, are likely to wander onto it at some point.

Oh, I realize that. What I meant is, as long as they’re off the tracks, they’re not actually trespassing, are they?

It's certainly reasonably common to get kids calling from SPTs or crossing phones during the school holidays and breathlessly telling you there's been a big train crash or that someone has been hit by a train. If you're worried about it, caution the next train. There's nothing specific in the Rule Book other than the general dealing with trespassers bit in the SGIs (TS1)..
