The sims are under Official Software: Payware and Donationware.

Marylebone is a payware simulation and requires that you purchase a license and assign it to your machine: Shop and Instructions.

Just checking here, so you've downloaded the simulation and installed along with the system files.

You will find a program called SimSig Loader. If you launch that, and assuming everything was installed into the default locations, you will see the simulation within that

You also need to download and install the System Files. This includes the SimSig Loader, which you use to run the simulations.

Have you read, and followed, the Installation Guide? This tells you what you need to install, and there's also links to pages that explain how to start, and then operate, a simulation.

I should add that you can run a Demo version of Marylebone so you can see what it's like before purchasing.
