In the event of a track circuit failure, you talk trains past the protecting signal. If there is a gpls within the route you have to talk them past those as well. But when the train stops at the gpls the train list shows alternately "Train stopped at signal XYZ" and "Train moving at 0 mph". If you try to authorise it to pass while the list shows 0 mph it won;t let you do so. You can work around it by manipulating the moment when you pause the simulation, but it is a bug nonetheless.

GPL/GPLS = ground position light signal. Ie a shunt signal.
