On many occassions when traveling to london I have noticed this device (see attached photo), which is one of many located just below platform level at stations.
On a recent trip to London on Southern Rail, I remembered to take a quick photo of one of them from the train window.

Could someone please tell me what it is and explain its function

I believe that this is a datum plate used for aligning the height of the railhead after track work. The top of the rail should be at the height of the green marker.

You are quite correct.

"Passengers for New Lane, should be seated in the rear coach of the train " - Opinions are my own and not those of my employer

Bugsy the pic you posted is for a level straight piece of track - normally they also give details of Cant on curved sections

http://www.railsigns.uk/info/other1/other1.html shows a Datum plate for curved sections

I much prefer the good old-fashioned method of painting it on the ends of the sleepers.

Couldn't you have waited a couple of days to ask? April 1st is the day with the reply along the lines of it being a slider to lower the rails to give level platform access to wheelchairs and buggies.

Well Geoff.
That's an answer that no doubt wouldn't have caught my wife out even, but quite funny nevertheless.

Now you've got everybody trying to think of something to post on April 1st.
Should be interesting.

I always thought it was a thermostat for the platform underfloor heating.

That was truly a LOL moment where the wife asks what I'm laughing at.
