I thought I'd provide some photos from a freight train loads book I have for 1964 Western region to hopefully provide further interest/context to this thread. These pages show how the loads are calculated and list some of the restrictions and speed limits for various classes of trains.

I've attached some photos of a 1964 Western region freight train loads book to provide some additional context to this thread.

As can be seen it shows how a trains load is calculated and also the various conditions/restrictions applicable to different classes of train along with their maximum speed
