I would suggest resetting all signals protecting the crossing back to red. When the first train calls up held at a danger signal ask the driver to proceed past the signal at danger and examin the line. He would then call back at the next signal (usually after the level crossing) confirming the line is clear.

How you handle it from there on is really up to you. You could just set the signals and let the trains run freely or I guess if you want to be prototypical you should talk all trains past the signal examining line until the failure is cleared up.

If the level crossing shows obstructed (such as can be found in sheffield, trent and others) it means that the barriers didn't fully close and you won't be able to clear signals across it. You should raise the barriers and the re-lower then to clear the obstruction.

I would say that all trains should be passing the protecting signals at danger, depending how true to life you want to make it
