Administrators are the final say, the final gatekeeper in releasing simulations, and operating the administrative side of the website. They are expected to have a high level of decorum and ability to bite their tongue in the most trying of times, and to referee any disputes, whether users, testers, or developers.
Administrators should not actively test simulations because they tend to be involved in all parts of a simulation's development, whether helping with questions, or organising anything needing organising. Administrators may assign themselves, and retain, a test license for any simulation for this purpose. Administrators should not create licenses for others except where a simulation is deemed complex enough to require more testers than the allowance given to a developer, and even then only with the agreement of the developer.
