Now that there is the option in the TT to set up randomly timed shunt moves, is there a way to set the parameters so that a move will only happen once but at a random time?

Setting the minimum interval to 1440 minutes or more ought to do the trick. I need to check but I don't think the minimum applies to the first movement, only subsequent ones.

I've seen reports the interval is not working correctly, however. Again, I need to look into that.

I tried that with both min and max set to 1440 and the train did not appear on a 24-hour test. Doing other testing at the moment but I'll try it with just the minimum set in a couple of days unless anyone else comes up with an answer before then.

no, you'll need min=0, max=1440 I would have thought
