Thanks for the great sim, and I'm sorry if I'm posting too many questions at once!

I find it unlikely that there is a functional TRTS button at Philips Park West Jn.

First of all, this location is off-sim. Second, this location has no platform.

Save attached while train 4M31 is waiting at that location, just after TRTS happened.

The TRTS at Philips Park was added as a way of regulating off sim routing at Philips Park. A small number of trains are booked to stop on the chord between Brewery Junction and Philips Park. Prior to the TRTS message being added, these trains were getting equal priority as those which did not stop (It's first come first serve off sim auto routing here for passing trains). This was leading to a freight train entering at Brewery Junction, Waiting for a period of time at Philips Park West (With its signal off), delaying trains which it was booked to pass it.

At the time, it was decided that this was the most appropriate response to hold the train back until it is actually ready to depart. Again, the train can still run early.
