I had intended to point the OP to the FAQ, but when I read it I thought it didn't make it very clear as it mainly talks about timetables rather than sims with a very brief sentence that just says the development tools aren't available to the public. Perhaps it would be better to initially state that the development tools are not available and expand on just what that means followed by the section on timetable writing.

If you just want to create a 'map' for visual effect you can use the font provided with the game (SimSigv2) and a bit of text editing software. If you however meant 'map' in the sense of a working simulation then the answer is as provided by Geoff above.

And then there are other, free, softwares in which you could make a reasonable facsimile of what you'd find on Signal Maps, and run trains on it with nowhere near the detail or accuracy of SimSig, but still more than enough as studies for model or fictional layouts.

If those are what you are after.
