Interestingly enough, it states that Tower 12 is now usually controlled from Tower 18 except during the peaks. I guess they use cameras there to check the train destinations?
Noticed the web traffic and I figured I should check out what was going on.

Regarding Tower 12 I know for a fact (if you view the video on the Mini-Tower post) that Tower 12 is on Tower 18's NX panel. I also know that sometimes Tower 12 is lit and occupied and other times it is dark and unoccupied. From that I surmise that Tower 12 is only open for whatever qualifies as "busy".

CTA is all cab signaled, but wayside signals are kept for backup and to aid the train operators with train handling and timing station stops. The controlled signals in the loop area will not display a Green indication as all routes lead to "speed restricted" territory as defined by maximum track speed.

For SimSig purposes the drawbridges would work like giving a slot to the bridge tender who then does his thing before lowering bridge down and allowing the Tower 18 operator to lock it and restore routes over it.

Also I dug out this photo of a mimic board in a platform dispatcher's office at Belmont (Clark Jct) after the new signaling was installed in 2010.
